 QUESTION
Implementing the Recommendations of Administrative Reforms Commission (ARC) on Police Reforms

2696. SHRI RAJEEV CHANDRASEKHAR:

 Will the Minister of HOME AFFAIRS be pleased to state;

 (a)   whether the Central Government has directed the State Governments to implement the recommendations of the Administrative Reforms Commission (ARC) on police reforms; and

 (b)   if so, the State-wise status of implementation of this directive by States?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS
(SHRI MULLAPPALLY RAMACHANDRAN)

(a): No, Sir. As per the Seventh Schedule to the Constitution of India 'Police' and 'Public Order' are State subjects and, as such, the Central Government does not give directions to the States in such matters. However, the recommendations contained in the 5th Report of the 2nd Administrative Reforms Commission titled "Justice for each… Peace for all" have already been shared with the State Governments.

(b): Does not arise.
