Review of no Objection Certificates (NOCs) Given by Hindustan Aeronautics Limited (HAL) to Private Builders in Bengaluru

 

2230. SHRI RAJEEV CHANDRASEKHAR:

 Will the Minister of DEFENCE be pleased to state; 

(a)   the number of No Objection Certificates (NOCs) given by Hindustan Aeronautics Limited (HAL) to private builders in the vicinity of HAL Airport in Bengaluru in the last five years; 

(b)   whether it is aware of instances where NOCs have been issued on the basis of wrong declaration of height of Above Mean Sea Level (AMSL); 

(c)    whether HAL has conducted a review of NOCs issued in the past five years in the light of these incidents; and

 (d)   if so, the details thereof and if not, the reasons therefor?

MINISTER OF STATE IN THE MINISTRY OF DEFENCE

(a) During last five years, HAL has issued 507 NOCs to private builders. 

(b) Yes, Sir. 

(c) Four (04) cases were reviewed and it was found that NOCs had been issued for a wrongly declared height Above Mean Sea Level (AMSL). 

(d) All the four applicants were informed during September 2012 to carry out the resurvey of the site and submit the survey report. 

     (i)  Out of four, two (02) applicants responded on 19.09.2012 and one (01) responded on 31.10.2012 with revised site height AMSL.

     (ii)  Fresh NOC was issued to one (01) respondent on 16.11.2012 with revised height AMSL. 

     (iii)  Other two (02) applicants were informed on 10.10.2012 to apply with the revised permissible height. Both the applicants replied on 18.04.2013 that they would do so. 

     (iv)  The fourth applicant did not respond and the NOC issued to him was cancelled on 16.8.2013.
