Will the Minister of HOME AFFAIRS be pleased to state:-
(a) the number of persons killed and seriously injured in the terrorist attacks in various places in Mumbai from 26th to 29th November, 2008, location-wise;
(b) the number out of them who were foreigners, hotel staff, Government officials and others, separately; and
(c) the extent of financial liability of Central/State Governments for the loss of lives of foreigners and those seriously injured in these attacks, according to the International Law and Convention?
ANSWER

(a) & (b): As per available information, 164 persons including 18 security personnel, 26 foreigners, 24 hotel staff, and 7 Government officials were killed, and 308 persons including 43 security personnel 25 hotel staff, 6 Government officials and 25 foreigners were injured in the terrorist attacks that took place in Mumbai recently. In addition 9 terrorists were killed and 1 arrested in security force operations.
(c): Although the Government of Maharashtra has offered compensation to all who lost their lives, there are no international conventions which specify the extent of liability for loss of life of foreign nationals or those seriously injured in terrorist attacks.
