Payment of Commitment Charges for Delay in Fund Utilization

Will the MINISTER OF FINANCE be pleased to state:-
(a) The total amount of committed external assistance remained unutilized during the last three years, year – wise;
(b) The total amount of commitment charges that government has paid to ADB and World Bank for the last three years, as penalty for delay in utilization of approved assistance;
(c) The details of the ministries/ sectors which were unable to utilize such funds along with reasons there for, ministry – wise; and
(d) The steps government taken by in this regards?

(a) The external assistance amount is released by the Donor Agency from time to time as per implementation schedule and on re-imbursement basis. However, out of authorized external assistance, the year-wise unutilized amount as under :
2008-09: ` 132.87 Crore
2009-10: ` 137.66 Crore
2010-11: ` 141.92 Crore
(b) There is no separate penalty payable for non – utilization of loans from external agencies. Commitment Charges levied by Asian Development Bank and World Bank during last three years are as:
2008-09: ` 12.11 Lakh
2009-10: ` 09.10 Lakh
2010-11: ` 06.87 Lakh
(c) The Ministries & Sectors against which undrawn authorized funds are available is as per Annexure I and II respectively. Authorized funds are drawn as per schedule spread over project cycle. Given the size and the complexity of some of the projects like land acquisition, absorption capacity, procurement issues etc, timely disbursal is adversely affected.
(d) Line Ministries and Project Implementation Authorities are encouraged to strictly adhere to the milestones. Regular review meeting are held with all stakeholders to monitor physical and financial progress of projects.
