1773.  Shri Rajeev Chandrasekhar:

Will the Minister of Human Resource Development be pleased to state:

(a)    whether  Government has given its approval for setting up of proposed National Commission for Higher Education and Research (NCHER);
(b)    If so, whether Government has opted to keep medical and agricultural education out of the ambit of NCHER;
(c)    If so, the reasons therefor;
(d)    Whether it is proposed that a collegiums of eminent academics and experts will be set up for selection of Vice-Chancellors of universities and other top academic and research posts; and
(e)    If so, by when is the proposal is expected to be finalised and implemented?

ANSWER

THE MINISTER OF HUMAN RESOURCE DEVELOPMENT
(Shri Kapil Sibal)

(a)    to (e): A Task Force to, inter-alia, aid and assist the Government in the establishment of the National Commission for Higher Education and Research (NCHER) has been constituted which would look into the ambit, powers and functions to be entrusted to the proposed NCHER as well as the proposal to establish collegiumss of eminent academic. In regard to Medical Education, the President has in her address to Parliament on 4th June, 2009 stated the proposal to create a National Council for Human Resources in Health.
