1176. SHRI RAJEEV CHANDRASEKHAR:

Will the Minister of HOME AFFAIRS be pleased to state:

(a)   whether a proposal from Central Reserve Police Force (CRPF) requesting for a larger number of mine-protected vehicles (MPVs) for Maoist-hit areas is still pending with Government; and

(b)   if so, the details thereof and reasons for non-clearance of this proposal?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS
(SHRI MULLAPPALLY RAMACHANDRAN)

(a): Yes, Sir.

(b): CRPF is authorized for 352 No’s Mine-Protected Vehicles (MPVs). 36 No’s MPVs were already with CIRPF. Therefore, 316 No’s MPVs were sanctioned to CRPF on 9.12.2009 by the Government. CRPF has placed the order for 90 No’s MPVs with Vehicle Factory Jabalpur (VFJ), out of which 63 No’s MPVs have been supplied by VFJ and the remaining 27 No’s are under trial. Presently, CRPF is holding 99 No’s MPVs.

For the procurement of remaining 226 No’s MPVs, CRPF has proposed to purchase MPVs by floating open tender for which Qualitative Requirements (QRs)/ Specifications and trial directives are required. Therefore, CRPF was directed to finalize Qualitative Requirements (QRs)/ Specifications and trial directives in consultation with the other Central Armed Police Forces (CAPFs) and the Bureau of Police Research and Development (BPR&D). Accordingly CRPF is finalizing the QRs/ Specifications and trial directives.

CRPF have also proposed additional authorization of 182 No’s MPVs. These 182 No’s has been included in the Modernization Plan-II which is yet to be approved by Government.

Once QRs/ Specifications and trial directives are finalized, the procurement of these MPVs shall be made.
