THE MINISTER OF URBAN DEVELOPMENT

(a) & (b): Yes, Sir. The status of devolution of powers and responsibilities to municipal bodies by States is annexed. It is observed that most municipal bodies in the country are financially constrained and lack capacity to discharge functions as per Constitution (74th Amendment) Act, 1992.

(c) & (d): There is no such proposal as of now. Article 243 ZE of the Constitution mandates that a Metropolitan Planning Committee be constituted in all the metropolitan areas by State Governments.
