QUESTION
Inspection of Children Residential Care Facilities
473. SHRI RAJEEV CHANDRASEKHAR:
Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:-
(a) whether all Government children residential care facilities are subject to periodic inspection;
(b) if so, the details on the status of the functioning of Government Children residential carefacilities as on 2014, State-wise; and
(c) if not, the reasons why periodic inspection have not been conducted especially in light ofreports on the mismanagement and case of abuse within these facilities?
ANSWER

(a): The Juvenile Justice (Care and Protection of Children) Act, 2000 (JJ Act) and Central ModelRules framed thereunder provide mechanisms for inspection of Child Care Institutions (CCIs) including various types of homes and Specialised Adoption Agencies (SAAs) byChild Welfare Committees (CWCs), Juvenile Justice Boards (JJBs) and InspectionCommittees set up by the State Government at State, district and city levels.
(b): The details of Child Care Institutions and Specialised Adoption Agencies, States/UTs wiseas on January, 2015 and being funded under Integrated Child Protection Scheme isannexed.
(c): The State Governments/UT Administrations are required to carry out the inspections as perthe provision of the JJ Act. The Central Government has been strongly urging the StateGovernments/UT Administrations from time to time to identify and register all Child CareInstitutions under the JJ Act and set up functional inspection and other committees, wherenot available, to ensure that children in all the Homes receive the best of care, and are notsubject to any kind of abuse and neglect.
