QUESTION
Funds to States under Crime and Criminal Tracking Network System (CCTNS) 

2565. SHRI RAJEEV CHANDRASEKHAR: 

Will the Minister of HOME AFFAIRS be pleased to state: 

(a)   the State-wise details of funding and implementation of the Crime and Criminal Tracking Network System (CCTNS) to allow real-time sharing of information between the police stations and police headquarters In the country; 

(b)   whether there has been a delay in the implementation of this system across the States; and 

(c)    if so, the reasons therefor?

(a) The State/UT-wise details of funding released is enclosed at Annexure A. The implementation of the scheme is being carried out at full swing at all the States/UTs except a few States/UTs which include States of Arunachal Pradesh, Manipur, Goa, Puducherry and Lakshadweep. 

(b) & (c) Yes, Sir. The preparation of Detailed Project Reports by States/UTs took time. Moreover, the States also took time to start the bidding process and finalise tenders for the SIs (System Integrators). Subsequent to the signing of contract with NCRB (National Crimes Record Bureau) and SDA (Software Development Agency, M/s Wipro) in June 2010, the assessment study for the requirements gathering, Design and Development of CAS (Core Application Software) got delayed and there was further delay caused due to multiple changes in the scope of work of the SDA.
