QUESTION
Expenditure on Primary Education Under Sarva Shiksha Abhiyan (SSA)
1936. SHRJ RAJEEV CHANDRASEKHAR:
Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state;
(a) the details of expenses incurred on primary education under the Sarva Shiksha Abhiyan (SSA) during 2012-13, State/UT-wise;
(b) whether Government has considered any programmes to entrust the local bodies responsible for implementing RTE with financial powers to incur any part of the expenses under SSA;
(c) if so, the details thereof and if not, the reasons therefor;
(d) whether foreign agencies, such as the World Bank, have contributed to the expenditure for implementation of RTE; and
(e) if so, the details thereof?

(a): The details of expenses incurred on elementary education under the Sarva Shiksha Abhiyan (SSA) during 2012-13 State/UT -wise are at Annexure.
(b) & (c): The responsibility for the implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 has been vested in the appropriate government and the local authority. Their functions are spelt out in Section 8 and 9 of the RTE Act respectively and further elaborated in the State RTE Rules of the State/UT concerned. The States/UTs can also delegate financial powers for the funds available in State/UT budgets to local bodies. The financial powers under the SSA have been laid down in the SSA Framework of Implementation. There is no proposal to revise the SSA Framework of Implementation.
(d) & (e): The World Bank, Department of International Development (DFID) of U.K. and the European Commission (EC) have provided partial financial assistance for the implementation of the SSA as sector wide support. The details of contribution of foreign agencies for the SSA since coming into force of the RTE Act, is as follows:-
