ANSWER
MINISTER OF LAW AND JUSTICE
(SHRJ SALMAN KHURSHID)

(a) to (d): Public Prosecutors are appointed by the concerned State Governments as well by the Central Government under Criminal Procedure Code 1973 and / or under relevant provisions of special statutes.

As regards shortage of public prosecutors and Government Lawyers, there does not appear to be any shortage of Public Prosecutors and Government Lawyers before various Courts for conducting prosecution/Litigation on behalf of Central Government.
