Review of Sarva Shiksha Abhiyan (SSA) in Karnataka

 

243. SHRI RAJEEV CHANDRASEKHAR:

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:

(a)   whether Government has reviewed the success of its flagship programme Sarva Shiksha Abhiyan (SSA) in the State of Karnataka;

(b)   if so, the outcome thereof and if not, the reasons therefor; and

(c)    the action Government proposes to take on the outcome?

(a) to (c) Yes Sir. The performance of the Sarva Shiksha Abhiyan (SSA) programme in Karnataka was reviewed by the Joint Review Mission of the Government of India in January 2011, then by two independent Monitoring Institutes whose review reports dated 27th August, 2012 and 9th July, 2012 have been received, in the States Education Secretaries' Conference on 27th July, 2012 as well as in a Financial Review of SSA on 29th- 30th October, 2012. The reviews have revealed that the State's progress on issues of access, retention and quality is satisfactory. However, further attention needs to be given inter alia, to children with special needs, improving quality interventions, functionality of drinking water and toilet facilities, addressing the shortage of teachers.

Findings of the reviews have been utilized by the SSA programme in Karnataka. The Central Government has released Rs. 399.37 crore to the State for SSA implementation in 2012-13, so far.
