Funds Allocated and Utilised Under MPF Scheme

342. SHRI RAJEEV CHANDRASEKHAR:

Will the Minister of HOME AFFAIRS be pleased to state:

(a) the funds allocated and utilized under the Modernization of State Police Forces (MPF) scheme to combat naxalism, during the last three years, State-wise, yearwise;

(b) whether it is a fact that there has been a delay in release of funds for this purpose; >

(c) If so, the reasons therefor;

(d) (d) whether it is a fact that the recent Comptroller & Auditor General (CAG) report has found massive misuse and underusage of these funds; and

(e) the steps Government proposes to take In this regard, especially given the increase in Maoist insurgency in the\ country?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI MULLAPPALLY RAMACHANDRAN)

(a) to (c): During the last three years i.e. from 2007-08 to 2009-10 a total amount of Rs.3636.34 crore was released to the States under the Scheme for Modernization of State Police -Forces. This amount includes Rs. 1632.15 crore released to 09 (nine) naxal affected states, namely, Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Uttar Pradesh & West Bengal. A statement indicating State-wise release of funds in the last three years i.e. 2007-08 to 2009-10 to various States including naxal affected States and utilization reported by State Governments is at Annexure. Improving the police related infrastructure like construction of police stations, police outposts, fortification of existing police stations/ police outposts. Accordingly, during 2008-09, an amount of Rs. 64.00 crore and in 2009-10, an amount of Rs. 102.00 crore was released under the MPF Scheme for 32 and 51 naxal affected districts in these States, respectively, @ Rs. 2.00 crore per district.

The release of funds to States is dependent. upon furnishing of Annual Action Plan' and due utilization certificate to the Ministry for which State Governments take time and this leads to delay in release of funds.

(d) & (e): The C&AG had commissioned a comprehensive audit exercise to assess the efficacy of the Modernization of State Police Forces Scheme (MPF Scheme) through individual performance audit reviews of States. The C&AG audit report of January, 2009 inter­alia, covered the main naxal affected States for the period mentioned, viz., Andhra Pradesh (2002-07), Bihar (2001-06), Jharkhand (2000-04), Madhya Pradesh (2000-06), Maharashtra (2000-05), Orissa (2000-04), Uttar Pradesh (2000-05) and West Bengal (2000-05). In the C&AG audit report, implementation of the MPF Scheme in 16 States has been reviewed and State-wise findings have been given. Though audit report has pointed out certain shortcomings like slow utilization of funds in the same year, : non-release of State share in the Implementation of ,the MPF Scheme, it has observed that almost all the States had benefited from the Ministry of Home Affairs' enhanced funding programme.

In order to monitor timely and appropriate use of funds sanctioned and released under MPF Scheme, a system of quarterly concurrent audit has been put in place since last quarter of 2008-09.
