FINALISATION OF NET NEUTRALITY POLICY

  1. SHRI RAJEEV CHANDRASEKHAR:

Will the Minister of COMMUNICATIONS be pleased to state:

  • By when Government proposes to finalize its long delayed Net Neutrality policy;

And

  • Whether there has been any update receive by Government from TRAI on when it would be submitting its recommendations on the consultation paper issued on Regulatory Framework for Over the Top Service, if so, the details thereof, if not, the reasons for this longstanding delay?

(a)&(b) Government policy on Net Neutrality shall be finalized after taking into account recommendations of committee constituted by Department of Telecommunications, and recommendations of Telecom Regulatory Authority of India (TRAI), and other inputs to the Government. TRAI recommendations on the issue are awaited, whereupon Government will take final view.

 

In this regard, TRAI has released pre-consultation paper on Net Neutrality on 30.05.2016 & is in process of preparing a Consultation Paper on Net Neutrality based on the inputs received in response to the Pre-Consultation Paper on Net Neutrality.

 

Government has not received input from Telecom Regulatory Authority of India (TRAI) on the timeline of submission of its recommendation on the consultation paper “Regulatory Framework for Over the Top Service”. However, Government has asked TRAI to provide its recommendations on net neutrality and other related issues for its policy formulation.
